1.  Download and install XAMPP 7.0.9  with PHP 7 from official site:
https://www.apachefriends.org/download.html

2. Download Osclass v.3.6.1 opensource PHP classifieds marketplace  sources from official site
https://osclass.org/page/download

3. Create folder /osclass in XAMPP htdocs 
and copy all files from downloaded Osclass v.3.6.1 opensource PHP classifieds marketplace   .zip source
e.g. on my computer

C:\xampp\htdocs\osclass 

4. Run XAMPP Control Panel 

- open php.ini file ( Apache ->  Config-> PHP(php.ini) )

- change max_execution_time value
from max_execution_time=30 to max_execution_time=600

- save  & close php.ini
- start Apache
- start Database

5. Open in browser following url to start   Osclass v.3.6.1 opensource PHP classifieds marketplace   web installation

http://localhost/osclass

- click "Install" button

- disable checkbox if not needed "Allow my site to appear in search engines like Google"
- disable checkbox if not needed  ".. send stats to Osclass ..."
- click "Run the install" button
