To fix the issue you should open RUN window by clicking (windows+R) type REGEDIT and press enter.

HKEY_LOCAL_MACHINE/SOFTWARE/POLICIES/MICROSOFT/WINDOWS DEFENDER

Double click on DisableAntiSpyware presented on the right side choose modify and change value from 1 to 0.

Now Windows defender will be able to restart.
