ATTENTION : We can create Public Telegram Group ONLY in Telegram Desktop 

1. Download and install Telegram Desktop App 

from official website https://desktop.telegram.org/

2. Login into Telegram Desktop App via phone verification process

3. Click on menu button in upper left corner and select "New Group"

4. Type your New Group name, for example "My Epic Group" and click "Next" button

5. Select contacts to be added into Telegram group ( minimum 1 person ) and click "Create" button

6. Select your newly created group in contacts list

7. Click on group settings button in the upper right corner and select "Manage Group" menu item

8. In the "Edit Group" dialog window find "Group Type" setting. By default it is set to "Private". Click on "Private" link.

9. In the "Group Type" sub-dialog window enable checkbox "Public Group".

10. Now we see "Link" field available. It's mandatory to setup. Type your group link, for example - MyEpicGroup. You can use a-z A-Z chars, 0-9 numbers and underscore in the group name. Backspace is not allowed.

11. Make sure Telegram shows "This link is available" message

12. Click on "Save" button in the "Group Type" sub-dialog

13. Click on "Save" button in the "Edit Group" dialog
